Prohibits Louisiana state agencies, departments, boards, and commissions from allocating or expending state funds for programs or activities directly tied to achieving net-zero greenhouse gas emissions goals as outlined in the February 2022 Louisiana Climate Action Plan

Defines prohibited activities to include alignment with the Paris Climate Agreement, IPCC guidelines, promotion of renewable energy transitions, electric vehicle incentives, and methane regulations

Exempts compliance with pre-existing federal mandates, existing contracts, pollutant reduction incentives identified by the Department of Environmental Quality, and emergency expenditures for public health, safety, or disaster response

Allows any citizen to file a civil action in district court to enjoin violations, with courts authorized to award costs and attorney fees to the prevailing party

Applies to state funds appropriated for fiscal years beginning on or after July 1, 2026, and sunsets on January 1, 2031
