Establishes a grant pilot program administered by the Louisiana Department of Education for public schools where 60% or more of students receive free or reduced lunch

Grants may fund school counselors and social workers, trauma-informed training for staff, social-emotional learning curricula, mentorship networks with universities and civic organizations, and outcome tracking

Participating schools must collaborate with a Louisiana university to evaluate student attendance, discipline, and mental health indicators before and after program implementation, submitting annual reports to the department

State Board of Elementary and Secondary Education must promulgate rules for the program prior to the fall 2028 academic semester

Implementation is contingent on legislative appropriation of funds; donations may also be used to support the program
