Creates a new crime under R.S. 14:95.11 ("Noah's Law") for failing to secure a loaded firearm when a person knew or should have known a child age 15 or younger could access it, and the child subsequently discharges it causing death or injury, or exhibits it threateningly in a public place or school

Penalties include up to 6 months imprisonment, a fine up to $1,000, or both

Exceptions apply when the minor unlawfully enters a dwelling/vehicle to take the firearm, uses it for hunting/sporting activities, uses it for lawful self-defense, or when the owner is carrying the firearm on their person

Arrests must be delayed at least 7 days if the offender is a family member and the minor caused death or serious injury to themselves

"Secure" is defined as taking reasonable steps to prevent access, including placing the firearm in a locked container or using a trigger lock
