Creates a new line of insurance called "Paid Family Leave Insurance" that insurers licensed to transact life or disability income insurance in Louisiana may offer as standalone policies or riders to disability income policies

Covers wage replacement for employees taking leave for: birth or adoption of a child, foster care placement, caring for a family member with a serious health condition, or military family exigencies when a family member is called to active duty

Requires policies to provide a minimum of 2 weeks of family leave benefits during any 52 consecutive calendar week period

Defines "family member" broadly to include children (biological, adopted, foster, step, legal ward), spouses, parents, and domestic partner relationships, with "child" covering those under 18 or adults incapable of self-care due to disability

Effective upon signature by the governor or lapse of time for gubernatorial action
