Creates a plugging credit allowing oil and gas operators to reduce their inactive well assessment fees by properly plugging and abandoning wells that are 10 years old or older

Credits are calculated at $4.50 per foot of eligible well plugged and applied dollar-for-dollar against the operator's inactive well assessment obligations

Requires wells to be plugged, sites restored in compliance with department rules, and pass final inspection before credits are issued

Operators must apply to the Department of Natural Resources using a prescribed form to receive the assessment reduction

Authorizes the secretary to promulgate rules for implementation of the plugging credit program
