Prohibits the sale of state-owned running surface water for use outside Louisiana by adding new subsection R.S. 30:961(L)

Repeals R.S. 30:961(I), which currently authorizes the secretary to enter into cooperative endeavor agreements for out-of-state use of running surface water (with legislative committee approval)

Ensures no provision of existing surface water law can be interpreted to permit out-of-state sales

Applies specifically to running surface water owned by the state, not groundwater or other water sources
