Prohibits insurance companies from including any advertising expenses when calculating and setting insurance rates, expanding a previous restriction that only applied to "institutional advertising expenses"

Amends the definition of "expenses" under Louisiana insurance rate regulation law (R.S. 22:1452) to explicitly exclude advertising expenses from costs that can be factored into rates

Repeals R.S. 22:1452(C)(9.1), which previously defined "institutional advertising expenses" as a separate category

Requires that expense provisions used in rate-setting reflect only the insurer's operating methods, past expense experience, and anticipated future expenses—not advertising costs
