Requires schools and districts to complete annual school safety questionnaires developed by the Louisiana Center for Safe Schools, due within 60 instructional days of each school year, replacing the previous superintendent reporting requirement

Classifies emergency preparedness exercises into two categories: discussion-based exercises (orientations, workshops, tabletop exercises) and operations-based exercises (drills, functional exercises, full-scale exercises), with drills prohibited from using blanks or simulated weapons

Strengthens classroom security requirements by mandating all classrooms be locked and secured during student occupancy, with any unlocked door requiring active staffing by an authorized person at the doorway
