All public entities created by law must video record and broadcast live all proceedings in public meetings, expanding requirements beyond the current scope of nonelected boards or commissions with taxing authority

"Broadcast live" is defined as publicly available distribution of audio and video in real or near real time via the internet or television

Technological failures beyond the public body's control or ability to resolve timely do not constitute a violation of the broadcasting requirement

Executive sessions held in accordance with the Open Meetings Law are exempt from the live broadcast requirement

Amends R.S. 42:23 to extend transparency requirements that previously applied primarily to tax-levying bodies, parish governing authorities, school boards, and larger municipalities
