Designated as "The Caleb Wilson Hazing Prevention Act," amends R.S. 17:1801 and repeals R.S. 17:1801.1 to strengthen hazing prevention, reporting, and response requirements at Louisiana public postsecondary institutions.

Requires organizations to report hazing incidents directly to both law enforcement and their affiliated institution; institutions must maintain publicly accessible websites disclosing conduct findings and sanctions, updated by April 10th and October 10th each semester.

Mandates annual hazing prevention training: at least 2 hours for organization members/volunteers, 1 hour minimum for student organizational advisors, and 1 hour for hearing panel members adjudicating hazing violations.

Establishes penalties including a 2-year prohibition on State Bond Commission debt authorization for non-compliant institutions; organizations face suspension, expulsion, or deactivation, with violations resulting in death triggering mandatory 25-year suspension or permanent banishment.

Requires institutions to provide amnesty to good-faith hazing reporters for nonviolent conduct violations revealed during reporting, and mandates the Board of Regents submit annual summary reports to legislative committees by February 28th.
