Board of Regents must establish and administer a uniform, statewide application process for high school students to apply to dual enrollment programs, coordinating with Louisiana public postsecondary education institutions

All public postsecondary education institutions are required to participate in the statewide application process unless they provide written notice of non-participation to their management board

Public postsecondary education management boards must adopt institutional implementation plans focused on improving student access, efficiency, and cost savings, including rules for non-participation and re-entry

Local public school boards retain the ability to develop separate interinstitutional articulation and transfer agreements with postsecondary institutions for dual enrollment

Implementation required no later than the beginning of the 2027-2028 school year
