Authorizes the Grand Isle Port Commission to use approximately 27.5 acres of state water bottoms, water columns, and water surfaces in Bayou Rigaud, Jefferson Parish, for seafood research

Limits use of the designated area to off-bottom oyster (Crassostrea Virginica) culture projects conducted in cooperation with the Louisiana Sea Grant program

Requires approval from all state and federal agencies with jurisdiction over project activities

Authorizes the Commissioner of Administration and the Grand Isle Port Commission to enter into agreements and execute documents to effectuate the property use

Allows the commissioner to consider potential economic development benefits when determining appropriate compensation for the state property use
