Local governments must make records pertaining to active economic development negotiations available to Louisiana Economic Development, overriding existing confidentiality provisions

State legislators whose districts fall entirely or partially within a local government's jurisdiction must be given the opportunity to participate in that jurisdiction's economic development negotiations

"Economic development" is defined as projects where a company commits to creating/retaining at least 15 permanent jobs (manufacturing/distribution) or 25 permanent jobs (digital media, headquarters, R&D, call centers), or investing at least $5 million in capital improvements

Negotiations are considered "active" from commencement until the local government or company withdraws, or a proposal is submitted to a public body for consideration in a public meeting

Provisions do not apply to license/permit applications or negotiations involving hazardous waste sites
