Creates a voluntary traumatic brain injury (TBI) designation on Louisiana special identification cards, requiring verification from a licensed medical or mental health professional authorized to diagnose TBI, with no additional fee charged

Establishes penalties for falsely claiming TBI status: first offense carries a fine of $100-$250 and/or up to 30 days imprisonment; subsequent offenses carry a fine of $250-$500 and/or up to 90 days imprisonment

Requires the Department of Public Safety and Corrections to develop and implement a law enforcement training course on interacting with individuals who have TBI

Training must cover identifying TBI indicators, appropriate communication techniques, understanding unexpected behaviors, available resources, and Americans with Disabilities Act compliance procedures

Grants rulemaking authority to the deputy secretary of DPS&C, with oversight by the House and Senate committees on transportation, highways, and public works
