Authorizes Louisiana Works to pursue federal waivers under the Workforce Innovation and Opportunity Act (WIOA) to consolidate or eliminate local workforce development boards, potentially allowing the state to operate as a single statewide workforce development area

Grants the governor authority to designate, redesignate, consolidate, or restructure workforce development areas and assign local board duties to the Workforce Investment Council or other entities

Removes the 20% cap on administrative funds and instead allows Louisiana Works to reserve funds for state-level administration, planning, oversight, and technical assistance in amounts consistent with federal requirements and approved waivers

Shifts the Workforce Investment Council's goals from ensuring equitable distribution of services to distressed and rural areas toward establishing unified statewide performance standards and prioritizing measurable employment outcomes

Repeals multiple provisions including requirements for local workforce development boards in every area, biennial plan updates, agency annual reporting to the council, and the responsibilities of eight former state advisory councils
