Amends Louisiana Code of Civil Procedure Articles 1293(A), 1293(B), and 1355(B) to streamline private process server requirements when sheriffs cannot complete service within 10 days for petitions or 5 days for subpoenas.

Allows any private person over the age of majority to serve notices in summary proceedings without requiring court appointment or prior sheriff attempt, eliminating the previous requirement for a verified affidavit explaining why sheriff service should be bypassed.

Establishes that Louisiana licensed private investigators are presumed qualified to perform service of process duties.

Changes proof of service requirements by requiring private servers to file a return of service with the court, and removes the notarization requirement for subpoena service returns.
