Adds "residence located within a historic neighborhood" to the list of protected locations where alcohol permits cannot be granted within 300 feet (or 500 feet in rural areas), joining churches, synagogues, schools, libraries, playgrounds, day care centers, and correctional facilities

Requires automatic revocation of an alcohol permit when the permitted premises is sold, if that premises is located within 300 feet of any protected location

Permits the new owner of a sold premises to reapply for an alcohol permit through the standard application process after revocation

Applies to both high alcoholic content (R.S. 26:81) and low alcoholic content (R.S. 26:281) beverage permits

Maintains existing exceptions for five parishes (Pointe Coupee, West Baton Rouge, East Feliciana, West Feliciana, and St. Bernard) where distance requirements can be waived with approval from the parish governing authority and the protected organization
