Prohibits Louisiana education agencies from knowingly contracting with education service providers or vendors who are foreign adversaries, foreign terrorist organizations, or agents thereof, as defined by federal designations (15 CFR 791.4 and 8 U.S.C. 1189)

Bars providers and vendors from subcontracting with prohibited foreign entities, and makes providing material support or funds to foreign adversaries or terrorist organizations disqualifying conduct

Requires immediate suspension of payments and notification to the attorney general when an education agency discovers a provider or vendor has prohibited foreign ties, with affected parties entitled to due process under the Louisiana Procurement Code or Public Bid Law

Mandates that beginning July 1, 2026, all education agency contracts must include provisions requiring compliance with these restrictions and warning that violations result in payment suspension and debt collection

Authorizes the attorney general to provide advisory opinions on vendor eligibility and to pursue debt recovery through the Department of Revenue's office of debt recovery for any payments that must be returned
