Prohibits private entities from using expropriation (eminent domain) for carbon dioxide pipeline transportation or geologic storage purposes, including public-private partnerships and contractors acting on behalf of private companies

Repeals existing authority for CO2 sequestration companies and CO2 pipeline companies to expropriate property, including pipelines used for enhanced oil recovery

Removes the Secretary of the Department of Energy and Conservation's authority to issue certificates of public convenience and necessity for CO2 storage facilities and pipelines

Eliminates the secretary's power to order unitization (forced pooling) of carbon dioxide storage facilities under R.S. 30:1104.2

Removes the statutory declaration that carbon dioxide is "a valuable commodity to the citizens of the state" and adds state responsibilities to protect natural resources and safeguard individual constitutional rights
