Expands the crime of "residential contractor fraud" to general "contractor fraud" by including commercial properties in addition to residential properties

Redefines covered work to include any improvement to immovable or movable property meeting the definition of "building" under R.S. 33:4771, regardless of whether the property is residential or commercial

Adds prior contractor fraud convictions (not just theft convictions) as a basis for enhanced penalties when misappropriation is less than $1,000

Clarifies that the enhanced penalty for victims aged 65 or older (up to 5 additional years imprisonment) applies only when the property at issue is residential
