Expands grounds for contempt of the legislature to include: arresting a legislator in violation of constitutional immunity, engaging in disorderly conduct that interrupts proceedings, and offering bribes to influence a member's vote

Increases the maximum fine for contempt of the legislature from $1,000 to $50,000, while maintaining the maximum imprisonment at six months

Requires the Senate President or House Speaker to certify contempt statements to law enforcement officers for immediate arrest of the accused, in addition to existing certification to district attorneys for prosecution

Amends R.S. 24:4 and 24:5 governing legislative contempt powers and enforcement procedures
