Requires agencies proposing a new rule to simultaneously identify and repeal two existing agency rules ("two-for-one" requirement)

Rules adopted through nonemergency procedures automatically expire on June 30th of the year following adoption unless the legislature enacts legislation to continue them

Changes legislative oversight subcommittee hearings on proposed rules from optional ("may") to mandatory ("shall")

Requires standing committees to hold public hearings on agencies' annual rulemaking reports, previously optional

Removes the provision stating that failure of a subcommittee to conduct a hearing does not affect the validity of an otherwise compliant rule
