Caps the total compensation of the Caddo-Bossier Parishes Port Commission executive port director at the statewide average of the top 10 port directors in Louisiana, effective for contracts executed on or after January 1, 2028

Defines "total compensation" broadly to include base salary, allowances, benefits, bonuses, incentives, deferred compensation, and any other monetary or nonmonetary compensation

Requires the legislative auditor and division of administration to calculate the statewide average annually, with the initial determination due by January 1, 2027

Mandates all Louisiana port authorities and commissions submit annual executive director compensation data within 90 days of fiscal year end in a standardized format

Applies prospectively only and does not impair existing contracts, which remain enforceable until expiration, amendment, or renewal; creates no enforcement mechanism or penalty
