Allows drivers of motorcycles, mopeds, trimobiles, bicycles, and electric bicycles to proceed through a steady red light at vehicle-actuated intersections (those with sensors that detect traffic)

Requires the driver to first stop and wait for two complete signal cycles or two minutes, whichever occurs first

Driver must treat the signal as a stop sign, determine it is safe to proceed, and yield right-of-way to pedestrians and all approaching vehicles from either direction

Addresses the problem of lighter two-wheeled vehicles failing to trigger sensor-based traffic signals, leaving riders stuck indefinitely at red lights

Amends R.S. 32:232 governing traffic-control signals by adding this exception to existing rules requiring vehicles to wait for a green light
