Doubles all penalties for gross littering when the offense involves intentionally abandoning a boat or other vessel

First offense penalties would increase from $900 fine to $1,800 fine, and community service from 16 to 32 hours

Second offense penalties would increase from $2,000-$5,000 fine range to $4,000-$10,000, and community service from 24 to 48 hours

Third or subsequent offense penalties would increase from $3,000-$10,000 fine range to $6,000-$20,000, with potential imprisonment up to 60 days instead of 30

Amends R.S. 30:2531.1(A), Louisiana's existing gross littering statute that covers disposal of boats, automotive parts, furniture, and other items on public or private property
