Prohibits any person or entity from using ADS-B (automatic dependent surveillance-broadcast) data to calculate, generate, or collect fees or taxes from aircraft owners or operators within Louisiana's geographic boundaries

Defines ADS-B as aviation surveillance technology that combines aircraft GPS position with ground infrastructure to provide location, altitude, ground speed, weather, and traffic information to air traffic control and other aircraft

Establishes a penalty of up to $500 per occurrence for violations of the ADS-B data usage prohibition

Retains existing authority for airport districts, authorities, and political subdivisions (including the New Orleans Aviation Board) to set regulations, fees, and penalties for airport use, provided they do not discriminate against legitimate aviation interests

Amends R.S. 2:135.1 by adding new Subsection P with the ADS-B restrictions and redesignating the existing exemption for England Economic and Industrial Development District as Subsection Q
