Allows the Office of Insurance Fraud to assist law enforcement and prosecutorial agencies in criminal investigations with their consent, rather than only referring cases and stepping back

Defines "business of insurance" to include sales, advertisements, solicitation of insurance policies, and resolution of claims, while explicitly excluding attorneys practicing law and those assisting patients with healthcare prior authorizations or appeals

Expands the Insurance Commissioner's authority to issue cease and desist orders, fines, and other penalties against unlicensed individuals who engage in unfair trade practices in the business of insurance

Provides unlicensed persons subject to commissioner actions with the right to appeal to district court for a trial de novo review

Authorizes the commissioner to adopt rules for electronic delivery of required notices under the Administrative Procedure Act
