Creates the "Spectrum Alert Act" establishing a public notification system when a child with Autism Spectrum Disorder (ASD) is determined missing, similar to AMBER Alert systems

Department of Public Safety and Corrections must develop and implement the system, including procedures to verify the child is missing, notify the public, and assess aggravating circumstances such as age or life-threatening medical conditions

Requires coordination with private sector for secondary distribution through flyers, email, and text messaging; alerts must be cancelled when the child is found or the notification period ends

Mandates development of a law enforcement training program covering ASD understanding, de-escalation techniques for children in crisis, and effective response to missing child reports

Provides civil and criminal immunity for state police, other law enforcement, broadcasters, cable operators, and other participating entities for acts or omissions related to the Spectrum Alert program
