Extends independent claims review rights to providers serving the Coordinated System of Care (CSoC) program, which previously only applied to Medicaid managed care providers

Defines CSoC as a program for young people with significant behavioral health challenges who are in or at imminent risk of out-of-home placement, involving collaboration among families, youth, and multiple state agencies

Expands the definition of "managed care organization" to include any entity contracted to administer the CSoC program

Excludes adverse determinations involved in litigation or arbitration from eligibility for independent review under these provisions
