Imposes strict liability with escalating fines: $50,000 for first violation, $75,000 for second, $100,000 for third, and $250,000 for fourth or subsequent violations

Requires license revocation after the first offense: up to 30 days for second violation, up to 365 days for third violation, and permanent revocation for fourth or subsequent violations
