Requires immediate notification when an inmate is improperly released from a parish prison or jail due to administrative error, clerical error, mismanagement, or staff mistake

Notification must be provided to: the appropriate law enforcement agency, the victim of the crime, any known witnesses to the offense, and any person specified by the prosecuting district attorney

Responsibility for notification falls on the sheriff, highest-ranking sheriff's office employee, or person acting on behalf of the sheriff who is present and in charge at the time of the improper release

Amends R.S. 15:715, which currently addresses reporting of escapes from parish facilities, to also cover improper releases
