Creates a public Settlement Agreement Information Database requiring the Commissioner of Administration to publish details of all legal settlements entered into by state agencies on or after January 1, 2027

Required database entries include: settlement date, description of claims, total payment amounts, itemized attorney fees, civil/criminal penalties, termination conditions, economic methodology used, and a copy of the agreement

State agencies must submit settlement information within 90 days of finalization, with entries remaining publicly available for 5 years

Allows exemptions from disclosure when Public Records Law applies or when an agency head certifies in writing that confidentiality is needed to protect the public interest

Database must be operational by December 31, 2026, with the Commissioner authorized to promulgate administrative rules for implementation
