Reduces the term of oyster leases on state water bottoms from 15 years to 5 years for both initial leases and renewals

Owners of expiring leases retain first right of renewal for successive 5-year periods, provided the lease can support oyster populations

Applies prospectively only to new leases and lease renewals executed or automatically renewed after the effective date

Amends R.S. 56:428(A) and (B) governing lease commencement, duration, and renewal procedures administered by the Department of Wildlife and Fisheries
