Requires health insurance issuers to coordinate Medicare as the primary payer for these returning retirees, with employer-sponsored coverage serving as secondary

Prohibits health insurers from designating Medicare as a secondary payer, except where federal law expressly requires otherwise

Includes a carve-out ensuring the law does not require any action that would conflict with or be preempted by 42 CFR §411.32 or other applicable federal regulations

Enacts new section R.S. 22:1113 in Louisiana insurance law governing coordination of benefits for Medicare-eligible retirees who return to work
