Requires parental consent from a domiciliary parent, tutor, legal guardian, or person with legal authority for all medical and mental health services provided to minors under age 17

Establishes exceptions allowing minors to consent independently: members of U.S. armed forces, emancipated minors, pregnant minors seeking pregnancy-related care, treatment for alcohol/substance misuse, STD treatment, blood donation, suspected abuse/neglect cases, and voluntary admission to treatment facilities

Grants parents, tutors, and legal guardians mandatory access to their minor child's medical records transmitted to any company, agency, or person

Repeals existing law that allowed minors who believed themselves afflicted with illness or addicted to drugs to consent to their own medical care without parental involvement

Repeals school and facility authority to provide preventive counseling or treatment to minors without parental consent, while maintaining implied consent for emergency medical treatment for minors under 18
