Failing the exam does not immediately suspend the license; a 90-day temporary renewal license allows retakes, but automatic suspension occurs if not passed within that period

Office of Motor Vehicles must implement a public education program before January 1, 2028, when the renewal examination requirement takes effect, and submit annual reports to legislative committees on exam statistics and costs
