Repeals Louisiana's existing ban on all kratom and replaces it with regulations targeting only synthetic kratom and products exceeding specific chemical thresholds

Prohibits kratom products containing more than 2% 7-hydroxymitragynine of total alkaloids or exceeding 1 mg per serving of 7-hydroxymitragynine, and mitragynine servings greater than 80 mg

Adds synthesized, semi-synthesized, and synthetic-like compounds of 7-hydroxymitragynine, mitragynine, and tianeptine to Schedule I controlled substances

Establishes a $500 fine for possession of 2 grams or less of synthesized kratom products

Imposes penalties of at least $2,000 fine and/or 1-5 years imprisonment for possession of more than 2 grams of synthesized kratom, or for cultivation, production, or distribution of synthesized kratom
