Allows registered fleet owners to choose annual or biennial registration cycles instead of standard renewal periods, with prorated fees for vehicles added mid-cycle (3/4 fee for July-September, 1/2 fee for October-December, 1/4 fee for January onward)

Authorizes transferable fleet license plates among vehicles within the same fleet, subject to reporting and audit controls, with unassigned plate inventory secured per director rules

Requires fleet owners to maintain records for at least 5 years, comply with safety inspection requirements, and carry proof of financial responsibility; director may deny, suspend, or revoke fleet status for noncompliance

Effective January 1, 2027; authorizes the Office of Motor Vehicles to adopt implementing rules and provide technical specifications for electronic data exchange supporting fleet registration updates
