Adds "nicotine analogue" to the definitions of alternative nicotine products and vapor products, covering substances with chemical structures substantially similar to nicotine or with similar central nervous system effects

Requires wholesale dealers to verify that retail dealers have a valid registration certificate or unsuspended permit before selling tobacco, alternative nicotine, or vapor products to them

Establishes escalating civil penalties for violations: first offense $500-$1,000, second offense within two years $1,000-$2,000, third offense within two years $2,000-$4,000; sales of products not on the state directory carry fines of $1,000-$4,500 with permit suspension or revocation

Authorizes seizure and forfeiture of alternative nicotine and vapor products sold in violation of the law, with violators bearing the cost of seizure and destruction, and classifies repeat directory violations as unfair and deceptive trade practices
