Prohibits licensed processors, distributors, suppliers, and retailers from manufacturing, processing, packaging, storing, or distributing non-lactational dairy protein products in Louisiana

Bans state agencies, public schools, universities, correctional facilities, and other publicly funded institutions from purchasing or serving non-lactational dairy protein products

Requires non-lactational dairy protein products sold in Louisiana to display a disclosure statement reading "Produced through microbial fermentation. Not derived from mammalian lactation." in at least 14-point font on the principal display panel

Expands the legal definition of "milk" to include lacteal secretions from goats, sheep, water buffalo, camels, and other hooved animals, in addition to cows
