Removes all caps on compensatory damages for noneconomic losses in civil liability actions against owners/operators of carbon dioxide storage facilities, CO2 transmission pipelines, and CO2 generators

Eliminates current law's $250,000 per person general limit and $500,000 per person limit for severe injuries (wrongful death, permanent deformity, loss of limb/organ, permanent functional injury)

Repeals the $1 million per person fallback cap that would apply if the lower caps were found unconstitutional

Amends R.S. 30:1109(B) through (F) and repeals R.S. 30:1109(G)
