Caps fees charged to Orleans Parish taxing authorities for tax collection services at 5% of tax collections

Applies specifically to intergovernmental agreements between taxing authorities for joint collection, enforcement, and administration of sales and use taxes

Retains existing statewide authority allowing local taxing authorities within each parish to contract with each other for joint tax collection services

Amends R.S. 47:337.13(B) to add the Orleans Parish-specific fee limitation
