Sets standardized fees: $150 for operating certificates and inspections, $150 for installation permits, $100 for initial installer license ($50 annual renewal), and $150 for installer examination

Replaces criminal penalties (fines of $25-$1,000 and up to 1 year imprisonment) with civil penalties of up to $250 per day for violations

Requires licensed inspectors to hold National Board of Boiler and Pressure Vessel Inspectors commission and submit inspection reports within 15 calendar days
