Imposes an annual royalty fee of $25 plus a $3.50 handling fee retained by the Department of Public Safety and Corrections for administrative costs

Directs all royalty fee revenue to the Donald J. Thibodeaux Training Center in Holden, Louisiana for emergency vehicle operations training for local governments
