Creates the Louisiana Energy Protection Act (R.S. 30:1601-1606) to shield energy producers from climate change-related lawsuits claiming damages from greenhouse gas emissions

Completely prohibits any cause of action or right of action for claims based on emissions originating outside Louisiana

Allows claims for Louisiana-based emissions only if a court finds by clear and convincing evidence that the defendant violated a state or federal emissions statute or permit terms

Requires plaintiffs to prove the defendant's emissions caused more than 50% of damages, prove they themselves contributed no emissions to the harm, and bars recovery of economic losses without accompanying physical injury

Requires state or local government plaintiffs to obtain prior written approval from the Governor, Attorney General, House Committee on Natural Resources and Environment, and Senate Committee on Natural Resources before filing suit
