Creates the Workforce Instructor Capacity Investment Program within the Louisiana Community and Technical College System to expand instructor capacity in high-wage, high-demand sectors including construction, manufacturing, healthcare, transportation/logistics, and information technology

Establishes the Workforce Instructor Capacity Investment Fund as a special treasury fund to receive legislative appropriations, gifts, grants, and donations, with unexpended monies rolling over each fiscal year

Authorizes fund expenditures for rapid-response instructor deployment for economic development projects, recruitment incentives, temporary/contract instructor compensation, salary supplements, and accelerated program expansion

Prohibits fund monies from supplanting existing state general fund appropriations to community and technical college institutions

Requires the Board of Supervisors to submit annual reports to legislative education, appropriations, and finance committees no later than 45 days before each regular session, detailing funds allocated, sectors supported, instructors funded, rapid-response deployments, and credentials produced
