Establishes a competitive application process where affordable housing entities can submit proposals for developing surplus properties, with awards evaluated on a point system prioritizing permanent supportive housing, deeply affordable units, non-profit ownership, disability services, and tenant voucher acceptance.

Defines income thresholds for housing eligibility: very low-income (up to 50% of state Median Family Income), low-income (up to 80%), and moderate-income (up to 100%), with "deeply affordable" units capped at 30% of resident income for rent.

Requires cooperative endeavor agreements between the Louisiana Housing Corporation and selected developers, allowing in-kind services equal to property value in exchange for property rights transferred by deed or lease.

Mandates annual reporting to the legislature, governor, and commissioner of administration on properties conveyed, housing units proposed and completed, and development inventory, due 45 days before each regular legislative session; effective July 1, 2026.
