Requires all carbon dioxide transporters to use a manifest system tracking CO2 from generation site to final use, storage, or disposal site

Manifests must include identification and location of the generator, each transporter, the end user and destination site, and the volume of CO2 transported

Manifests must be maintained for at least 10 years and made available for department inspection upon request

Destination site owners/operators must receive a copy of the manifest if they are a different entity than the transporter

Violations including failure to maintain manifests or using CO2 for purposes other than those specified in the certificate of public convenience and necessity are subject to penalties under R.S. 30:1106, including possible permit revocation
