Establishes the Louisiana Center for Safe Schools within the Louisiana Commission on Law Enforcement and Administration of Criminal Justice, relocating it from the Governor's Office of Homeland Security and Emergency Preparedness

Authorizes the center to develop statewide school safety frameworks, provide training on emergency planning and threat assessment, administer anonymous reporting systems, and coordinate with the Department of Education on security resources

Creates a 13-member School and Nonprofit Security Advisory Council including representatives from law enforcement, education, health agencies, and legislative committees to review security frameworks and recommend funding priorities

Grants the center authority to acquire technology platforms, enter cooperative agreements, and apply for state, federal, and interstate funding sources while maintaining data confidentiality policies

Repeals existing statutes (R.S. 29:726.5, 726.5.1, and 726.6) governing the former Louisiana Commission on School and Nonprofit Security, with all powers and functions transferred to the new council
