Establishes a "Government Growth Limit" that caps recurring appropriations from the State General Fund (Direct), calculated annually by the Revenue Estimating Conference based on a formula combining Louisiana's 5-year average population change plus the average of the U.S. chained consumer price index and medical care price index changes.

Requires recurring revenue recognized above the growth limit but below the existing expenditure limit to be appropriated only for nonrecurring expenses.

Exempts from the growth limit: Budget Stabilization Fund withdrawals, funds used to replace lost federal funding or other revenue sources, and funds already excluded from expenditure limit calculations.

Prohibits the governor's executive budget recommendations for recurring revenue appropriations from exceeding the growth limit, and requires any proposal to exceed the limit to be submitted separately from the executive budget.

Takes effect only if a corresponding constitutional amendment (referenced as a separate House Bill from the 2026 Regular Session) is adopted by voters at a statewide election.
